Jeanne lynch, Executive Director

Jeanne Lynch serves as the Executive Director of the Victim Policy Institute. In addition to her role at the Victim Policy Institute, Jeanne is the Director of Client and Partner Engagement at Global Security & Innovative Strategies (GSIS). Jeanne supports clients on a broad range of issues and manages media and public relations for the firm. A graduate of American University’s School of International Service, Jeanne concentrated in Global Security and Conflict Resolution.

Prior to joining GSIS, Jeanne worked at GlobalSolutions.org, an advocacy organization focused on increasing the US’ involvement in international institutions. In this role, Jeanne assisted in significantly increasing gifts and donations through the development of a comprehensive fundraising program.

Jeanne grew to better understand international conflict and laws of war when she traveled to and lived in the Balkan region. While there, she interacted with government and international organizations to assess their rule of law and post conflict development initiatives. She also met with local and international security forces monitoring the region. Jeanne used this experience to perform in-depth research on transitional security, economic development in post-conflict areas, and US economic assistance and nation-building policies in the region.


 
 

Ann Ratnayake macy, director of policy and government relations

Ann Ratnayake Macy is an attorney passionate about ensuring children thrive and solving hard problems.  She has over 15 years of experience working on the prosecution of child abuse and domestic violence issues. Within that timeframe, she served as Senior Staff Attorney at the National District Attorneys Association’s National Center (s) for Prosecution of Child Abuse and Domestic Violence, a Fellow at the National Association of Attorney Generals, and Executive Director of the National Center for Child Abuse Statistics and Policy.  She provided specialized case assistance for front-line prosecutors and allied professionals for prosecution of domestic violence, child abuse homicides, sexual abuse, physical abuse, human trafficking, and intrafamilial child torture cases. She worked with nationally leading pediatricians, prosecutors, social workers and others to research and understand where child abuse victims were being missed within the system. She supervised attorneys, communicated with stakeholders, and managed grant applications totaling 5.9 million dollars of Department of Justice funding.  She has authored over 15 peer-reviewed journal articles, book chapters, law review articles, and interactive and static reports related to child abuse topics.  She served as an Adjunct Professorial Lecturer at the Department of Justice, Law and Criminology at American University.  

Ann is a long-time leader in the American Bar Association’s Criminal Justice Section.  She currently serves as a Co-Division Director and member of the Women in Criminal Justice Task Force.  Among other things, she served on the Section’s Council, was a Commissioner on the ABA Commission of Youth at Risk, and is a past Co-Chair of the Victims Committee and Young Lawyers Committee. 

In recognition of her outstanding contribution to the field of child protection as well as her work with the ABA, Ann received the American Bar Association’s Top 40 Under 40 “On the Rise” Lawyers in America award in 2019.  She is also a Presidential Leadership Scholar, class of 2018, a prestigious program that catalyzes a diverse network of leaders brought together to collaborate and make a difference in the world as they learn about leadership through the lens of the presidential experiences of George W. Bush, Bill Clinton, George H.W. Bush, and Lyndon B. Johnson.

Ann is a licensed attorney admitted to practice law in Texas and the District of Columbia Bar. She graduated summa cum laude from Texas A&M University Mays School of Business and obtained her law degree from Baylor University Law School, where she received a scholarship to attend.  Ann also a past Chair of the Board and President of the D.C. Aggies and currently serves as a National Representative of the Texas A&M Alumni Association for the East Coast region.
